Failed to adequately perform background checks, failed to maintain adequate records and failed to adequately respond to concerns and desires of service users. This was discovered at a time when everyone is on their best practice knowing an inspector is present. At other times the standards are not even this high. A few good features exist in a care package which does not live up to the standards required of care homes. Standards are falling.
