Promenade Cafe in Gravesend

The Promenade Cafe is a great little place and in an ideal position, but why is the Promenade Cafe never open during winter months? There are lots of people in the park and children on the amusements, and it would be great to have a snack and a drink. Can the cafe be staffed by anyone else. We keep hearing about people desperate for work, surely there is someone out there willing to open up even until 4pm and maybe longer as the afternoons stay light longer.
